Note: using windows-2022 instead of windows-2025 because the latter apparently had a newer MSVC that removed the tr1 namespace used by gtest.

I noticed the Windows amd64 build went from 25 minutes to 10 minutes from Azure Pipeline to GitHub Actions, that's good!
