Summary
Consolidate settings into Application, AI, Development, Tools, and Data, with searchable inline sections and one header and scroll owner per page. Move page presentation into the settings scene and preserve historical page/view links and stable product-control IDs through shared destination migrations.
Two separate fix commits preserve navigation when selecting auxiliary-session content, keep portalled boost/harness menus open during child interaction, and use API-key authentication for official Google Gemini generation and model discovery.

Refactor and regression fixes: Web UI settings, global search, FlowChat overlays/session activation, AI adapters, locales, and generated capability evidence.
Motivation / Impact
Settings become easier to locate and maintain while retaining drafts, persistence keys, and existing host/unsupported-state gates. Gemini requests stop presenting AI Studio API keys as OAuth tokens; gateway Bearer compatibility, explicit custom authentication, and Code Assist OAuth remain covered.
