The GovStack Registry records the identifiers GovStack has issued and the decisions taken about its publications. The content of each publication stays in its own repository. The registry only says what exists, who owns it, and what was decided.

Every change is made by pull request. .github/CODEOWNERS names the team that approves each path.
A record is never edited or deleted after it is merged.
Open an issue with the Publication Proposal template. The Technical Committee reviews it and
records its decision in records/proposals/.
