fix(cli): pin starter checks to the project-local binary

Summary

• Run the app starter artifact check through its explicitly installed local CLI, matching the existing source template.
• Prevent a globally installed older Miakapp CLI from rejecting the new app manifest on the first check.
• Release CLI 4.0.0-alpha.9.

Evidence

• Two fresh npm alpha.8 installs generated and built successfully, but the first bun run check selected the existing global alpha.5 and rejected app; a direct local alpha.8 invocation passed.
• Added a behavioral regression with an incompatible global CLI on PATH; it fails with the original script and passes with the fix.
• CLI typecheck/build and 218 tests pass; full root check passes.

No home publication, coordinator change, private data or physical-device operation.
