document balancers and splitters in doxygen

There is minimal documentation on the balancer and splitter options in doxygen. The wiki here:
https://github.com/SCOREC/core/wiki/Partitioning
should be ported over to doxygen so that it renders with 'public' (make doc) documentation.

I added a commit in my PR #487 which adds the 'Partitioning' group. The documentation could be on that group page.
