Rationale for this change
Homebrew now provides OpenSSL 4.x, which causes the
google-cloud-cppbuild to fail on macOS. In OpenSSL 4.x,X509_get_subject_name()returns aconst X509_NAME*, while the version of google-cloud-cpp used by Arrow expects anX509_NAME*.What changes are included in this PR?
This change pins OpenSSL to 3.x on macOS to keep the current google-cloud-cpp dependency building successfully.
