bugc: fix the package's lint script - #331

The script ran bugc's own eslint 8 with --ext, which the root flat config rejects, and eslint 8 cannot load that config's eslint 9 rules. Drop the flag and the eslint 8 devDependency so the script uses the root eslint.

yarn lintin packages/bugc failed: the script passed--extto bugc's own eslint 8, which the root flat config rejects, and eslint 8 cannot load that config's eslint 9 rules anyway. The script is noweslint src bin, and the eslint 8 devDependency is gone, so it runs the root eslint 9 with the same config as the rootyarn lint. No change to the published package, so no changelog entry.
