There's a bunch of only_since(3, 11) in workers.py that can be removed.

There's a bunch of only_since(3, 11) in workers.py that can be removed.

🤦‍♂️ I tried to look for those and apparently missed.

Would it make sense to change that method to only_after so that a search for an outgoing version turns them up? Not sure if that wouldn't be confusing the rest of the year.
